Kona Hydrostatic Testing has used SCUBA Tanks for sale.
They all have fresh hydrostatic tests, visual inspections, most have had the valves serviced. Most are air, we do have a few Nitrox tanks.

I have another tank in for hydrostatic testing. The valve is bad and I wasn't sure if there was any air in the tank. The valve parts are corroded so I can't take it apart to attempt to see if there is any air in the tank and to drain it. I am down to my last choice....I put the tank in my pneumatic tank vise and loosened the burst disk 1/16th of a turn until I heard a hiss. I will wait for the hissing to stop, turn the burst disk until I hear a hiss and repeat.... slowly

I had a customer bring me a cylinder for inspection. It was a brand new carbon fiber Paint Ball cylinder that he had bought off of Amazon. The dive shop was right to have it inspected before filling it.... they just didn't know why. Most pressure cylinders (scuba tanks, paintball tanks) must be approved by DOT to be used in the United States. There are two exceptions.... really old steel cylinders may be approved by ICC ( Interstate Commerce Commission, pre DOT). Really new cylinders may be approved by the UN.
This brand new Chinese cylinder did not have DOT anywhere on the label, or UN with USA on the label. It is not legal to fill it commercially in the United States.
Amazon either doesn't know or doesn't care.

I have a tank that is in for a hydrostatic test. I didn't know if it was empty or not. The valve doesn't work so I can't drain the tank if it does have air in it. I put the tank in my pneumatic vise and slowly started it loosen the burst disk less than a turn and sprayed it with soapy water. This is the result.
