There are many different dissolved elements in pool water, which are collectively referred to as "total dissolved solids (TDS)." Basically, as pool water evaporates, minerals remain behind and become concentrated, making it harder for the chemical additives to work.
There are metals naturally present in water, and some (such as copper and iron) are so small that they can't be filtered out. Over time, these will react with the chlorine in the water and show up as rust stains.
