That means....if you are wanting to reduce around the 'middle' (tummy), all those 'crunches' are NOT going to do what you think they will.
Just think about someone doing bunches of arm curls....do you really think they are doing that to REDUCE the size of their arms...seriously??
You CAN 'build up' certain muscles, in certain areas...but you CANNOT reduce the size of a specific area through exercising it!
If it's reducing around the middle you want...start with your eating habits.
