Construction Begins on Phase One of the Hutcherson Trail
Palmyra Parks and Recreation is excited to announce that construction is beginning on Phase One of the Hutcherson Trail at Flower City Park. We want to provide the community with clear and accurate information about the project, including its history, funding, cost, and construction timeline.
The idea for the trail began in January 2021 through conversations with Dr. John D. Hutcherson of Denver, Colorado. Dr. Hutcherson was a 1952 graduate of Palmyra High School and a longtime supporter of Palmyra’s parks. As a cardiologist, he wanted to create something in Flower City Park that would promote cardiovascular health and benefit people of all ages and abilities.
After considering several ideas, a walking trail was selected. Klingner & Associates developed a plan for an approximately 5,700-foot, ADA-accessible concrete trail with gentle grades. The overall project is expected to be completed in multiple phases.
Sadly, Dr. Hutcherson passed away on May 1, 2021. However, his vision continued through a generous gift of $103,407 dedicated to the project.
Palmyra Parks and Recreation then worked with the Mark Twain Regional Council of Governments to apply for funding through the Missouri Department of Natural Resources’ Recreational Trails Program. The department was awarded a $250,000 grant for Phase One.
Following the required public bidding process, Tri-State Construction submitted the lowest bid at $317,952 and was awarded the Phase One construction contract.
To clearly summarize the project’s funding:
• Missouri Recreational Trails Program grant: $250,000
• Hutcherson memorial funds: approximately $103,600
• Phase One construction contract: $317,952
These dedicated funds are allowing Palmyra Parks and Recreation to move forward with Phase One of the trail. The grant and Dr. Hutcherson’s donation were specifically secured for this project.
Tri-State Construction received its Notice to Proceed effective September 8, 2026. The initial construction period is 30 days, although weather, site conditions, and other approved circumstances could affect the final completion date. During construction, portions of Flower City Park may be temporarily affected. We ask everyone to respect construction barriers and avoid active work areas.
Phase One is the beginning of the larger trail plan. It will not complete the entire proposed 5,700-foot trail. Additional sections will be completed in future phases as funding becomes available.
The Hutcherson Trail will provide an accessible place for walking, exercise, relaxation, and enjoying Flower City Park. Most importantly, it will serve as a lasting tribute to Dr. Hutcherson and his vision of improving cardiovascular health and creating something everyone in the community can enjoy.
