To all Arizona Region Club Directors,
Shortly after our Girls’ season began, the Region Office received reports that a number of incidents occurred, involving spectator/parent misconduct. This misbehavior consisted of verbal, often profane outbursts directed at court officials, reffing coaches, and junior players, specifically those assigned to line judge. Additionally, there were reports of physical confrontations in the stands during matches. These incidents have increased in the last few years. As a result of this type of behavior, many new and young officials have quit reffing, reducing the number of certified refs. Also, verbally attacking our junior line judges instills fear and intimidation in them, undermining their self-confidence.
Therefore, the Region is asking you, as directors, to communicate with your parents and remind them of our Spectator/Parent Code of Conduct policy, emphasizing the consequences of misconduct at any of our tournaments. This policy can be found online and is posted at all playing sites. As you know, misconduct by any registered USAV member is investigated and handled either through SafeSport or the Region’s Due Process policy. Sanctions may range from verbal warning to suspension. However, most spectators or parents are not USAV members and are subject to only one consequence for misbehavior: Ejection from one or more Region tournaments, depending on the severity of the violation.
Please be advised that in an effort to prevent this trend from increasing, the Region has adopted a zero-tolerance attitude toward any overt or profane outbursts, fighting, or other actions that pose a danger to others. Protection of our members, especially our young athletes, and maintaining a safe playing environment should be a priority for all of us. So, we will ask Site Directors and the Officials Division to be extra vigilant in monitoring misbehavior in the stands and sidelines. Be aware that Site Directors and Lead Officials at each tournament site are authorized by the Region to eject anyone violating conduct policies. Serious offenses will be reviewed to determine the length of the ejection/ban.
We thank you in advance for your cooperation and support in this matter. It is our sincere hope that we will all work together to address this safety issue and this in turn will help us maintain the high level of integrity and respect that we enjoy in the Region.

No club may hold tryouts or ask players to commit to their club before the designated tryout dates or they - the club, coach and/or player involved - may be subject to sanction which includes but is not limited to suspension for the year.
IMPORTANT - Private lessons are restricted during the Open House period for each applicable age group. No private lessons may be held for a player in the age group of the Open House period in effect. Any coach found in violation will result in the affiliated club being fined $300 per person per event.
14s and YOUNGER:
*Private lessons may be offered to 14s and younger players up to October 26th and may begin again November 7th.
*The Open House Period for 12's - 14's teams is October 27th - November 5th.
15s - 17s PLAYERS:
*Private lessons may be offered to 15's-18's players up to November 8th and may begin again November 21st.
*The Open House Period for 15's - 18's players is November 9th - 19th.
BLACKOUT DATE: November 13th for the Girls State High School Championships
Private Lessons MAY NOT be held for any age player on November 13th.

This is a friendly reminder for club directors and coaches to share with high school athletes.
The AIA or Arizona Interscholastic Association - which oversees high school sports in the State of Arizona - outline very specific rules about nonschool participation in volleyball. Again, while the AZ Region is not affiliated with AIA, we do feel it’s important all athletes are aware of the rules.

“A student who is a member or becomes a member of a school team shall not practice, have practiced or compete with any other group, club, organization, association, etc., in that sport during the interscholastic season of competition.
“Any student violating the above rule shall forfeit his/her eligibility for a minimum of the balance of the season for that sport or up to a maximum of one calendar year.”

Players can register for either the morning or afternoon session to showcase their abilities and receive instruction from the college volleyball coaches who will be on the court working directly with the prospects.
