The Loudoun County School Board prohibited public commenters from targeting, criticizing or attacking individual students by name.
Several parents were interrupted during an October 2024 meeting and sued, arguing that the policy was vague and allowed viewpoint discrimination.
The board responded that complaints involving particular children should be handled privately rather than broadcast during public meetings.
In December 2025, the Fourth Circuit upheld the rule. It found that the restriction was sufficiently clear, viewpoint-neutral and reasonable for protecting students inside a limited public forum.
