"Is there a staff member that you hope takes a day off when they're there?"

If the answer is yes:

"Joe is not on the A Team. Joe's probably on the C Team, or shouldn't be on the team at all."

So they hide certain people. They manage around the problem. They hope no one notices.

"When you pay someone and you don't establish productivity requirements or needs or desires, you don't make those things known."

That's how entitlement gets built.

"They think it's 60 because they schedule 60. And then, you know, they end up at 42."

So they stay quiet. They avoid the numbers talk. They hope productivity just happens.
