Micromobility in Illinois

As micromobility devices such as electric bicycles, electric scooters, and other small motorized transportation options continue to grow in popularity, the Illinois Secretary of State has been working to modernize statewide guidance and regulations.

The Streator City Council is currently reviewing our local ordinance to ensure it remains consistent with evolving state regulations and safety standards in Illinois. You may have seen E-bikes and E-scooters as topics on our recent council agendas.

Our current ordinance prohibits the use of these devices.

"10.26.020 - Prohibition.
A. No person shall operate a motor driven or electrical driven cycle on any public street, public parking lot, sidewalk, public park, or other public property within the city.
B. No person shall operate a motor or electrical driven cycle in a manner that would endanger the health or safety of any person, including the operator of the motor driven or electric driven cycle."

Micromobility offers convenient and affordable transportation options, but it also brings important safety considerations for riders, pedestrians, and motorists.

We need to update our ordinance to keep up with the use of these vehicles and the growing popularity. There are no plans on keeping e-bikes prohibited or on cracking down on the users.

As part of this review, the City is:

Evaluating current definitions and classifications of devices

Reviewing where micromobility devices may be operated (streets, sidewalks, trails)

Considering safety measures and enforcement clarity

Ensuring local rules align with state law updates

Our goal is to provide clear, practical guidelines that promote safety while supporting responsible use of these emerging transportation options.

We appreciate the community’s interest and engagement as we work to keep Streator’s ordinances up to date and aligned with state regulations.
