To be clear the track rebuild we scheduled a month in advance! I sent the request to John and the city and got no response. 1 week later 3 weeks in advance I resent the request again no response. Per the torrance municipal code he is required to respond within 72 hours approving or denying the request. So we have the opportunity to appeal a denial to the city council. The week of the rebuild I had the skid steer out there. They were fully aware Tuesday Wendesday and Thursday. I got an email Thursday Night from John saying its not approved. I explained to him as politely as possible that I sent the request 1 month advance no response and resent 3 weeks advance no response. We took in donations and have spent money for equipment. He then Friday night at 7pm sent out park rangers threatening to call the police on me. The park rangers had the municipal code printed with them on there clip board and the entire code was copied and printed except the 1 line that says 72 hours. He was trying to get us to demo the track for him and not allow us to rebuild. I told him unfortunately that is not going to fly. That is why he shut the track down and wrote up 6 BS violations. I will stand by my decisions. You can say that wasn't a smart move or whatever you want. But the bottom line is the City/John has not acted in good faith as per the contract. And I was not going to let him try and strong arm us the community. Anyone else probably would have said ok but not me. So be thankful you even have a track at all right now. And so you all know my girlfriend has sacrificed more than anyone. I am getting ear f # # # # # right now for posting this post cuz it's more time/attention that I'm not spending/showing with her.

Brothers in radio control... here is the plan. The Community Services Director (John La Rock) who shut down our RC track needs steady, civil pressure until he reopens talks with Luke, or at least stops ignoring us. Luke can be blunt (so can I), but that’s beside the point. Every one of us should send one respectful email explaining how the closure hurt our sobriety, mental health, and community. It doesn't have to be long, just be sure the subject line is clear. Make no mention of Luke or this Facebook group. If he doesn’t reply within 24 hours, make a phone call; if that’s ignored, try the alternate number; finally, text his cell during business hours. No spam, no insults, just clear reminders that his unilateral decision damaged the Torrance RC scene and the collective health of Torrance families. For me, it means fewer laughs in the sun and more isolation after long days of work. Use John’s contact info below, stay composed, and tell him you simply want the track back, without fearing another abrupt shutdown. Even though you’re not part of "black sheep RC" that runs it, say that you have heard that it's closed but make no mention of Luke! I don't think John likes Luke, due to the back and forth and mistakes Luke made (according to John). Let’s make sure he feels our emotion and presence but let's stay respectful. Comment any questions. If you are a phone call guy like me, make the call during business hours. Leave a voicemail and call again. Remember we are trying to create a polite disturbance and we will not stop until the track is open. Please stay tuned here for updates.

We have cured the 3 violations and submitted our response to the city. We have submitted the insurance documentation that includes the new verbiage exactly as you stated. We are an affiliated roar member and this was also added on the city's insurance certificate exactly as was stated in the letter and previous emails. We have addressed the other violations in our formal response. I have been to the permit center now 4 or 5 times and again today I was turned away without being able to submit an application. We have jumped through every hula hoop and continue to do so. We are asking for you to work with us not against us. We may have our differences but it really comes down to all of our actions and what is in the best interest of the community/park for all parties involved. You can see how much effort each and every person has put into this. Lets be part of the effort to move it forward. The issue at hand really comes down to the boundary line, in which we have made much effort to adjust and be within bounds. From our stand point the boundary line we proposed was reasonable and the boundry line proposed by the city was not. We spent lots of time and effort and thought in the proposal. The city responded in 5 minutes without any thought involved. You told us we can go back to city council for approval after 1 year and it's been more than 2. Whether it has your approval on it or not we still want to go back to council for approval! I would much rather have your approval and enthusiasm as much as any. Please consider my plee to working with us! Don't let this be a missed opportunity for something great!!

Dear Mr. Moskow,
I understand that you attempted to file for a Development Permit at the City's Permit Center. Please note that is not an applicable action for the El Nido Park track given the letter and instructions sent to you by the City Attorney.
As to the status of curing the items from that letter, please note that the City still won't accept the insurance you've submitted. This is because the policy is issued to Roar and affiliated clubs and you have provided information that the SBBSRC club is not affiliated with Roar. You will need to provide an insurance certificate (COI) showing SBBSRC as the insured entity, and repeating the following information regarding adding the City as additional insured:
"City of Torrance is an additional insured. "CITY, the Successor Agency to the Former Redevelopment Agency of the City of Torrance, the City Council and each member thereof, members of boards and commissions, every officer, agent, official, employee and volunteer."
In the event a COI that you submit is approved by the City, the next required action is to cure the park location violations of the lease as detailed in the City Attorney's letter. To reiterate, the work/construction at the Track was done without approval, plans, schedules, and permits and the work/construction encroached into El Nido park beyond all boundaries of the approved Track without permits, prior approval, or prior permission from the City. These matters need to be addressed and resolved prior to any events or activities occurring at the Track. SBBSRC will need to return to the Track its original boundaries and repair damages to El Nido Park. No events or activities may occur at the Track until further notice.
In order to address the park location issues, you will coordinate with Tracy Drake ([, Tracy](mailto:[email protected])) who will provide a detailed list and guidance on how make those corrections. Again, the park location corrections cannot begin until the insurance issue is resolved.

Getting some laps in!
I'm back in town and could use some help between 8am-10am Saturday to get the track looking prime time!! Matt was down here this week running the plate compactor and clearing the dirt off the basketball court! He put in a solid 6 hours!
Luke and I put in 4 solid hours today fine tuning some sections of the track. It’s not perfect but getting there!
