This poster's friend should stay where he is; these issues are mitigatable. An average adjudicator at AVS could favorably adjudicate this case. BTW, issues get mitigated the same way for Secret and Top Secret eligibilities.

Good article......and accurate.......In theory, great.......in practice, not so much......Agencies & Departments still continue to apply their own agency-specific and internal processes, defeating the whole purpose of Reciprocity in the first place.
