The Owl House Foster Spot A small neighbors-helping-neighbors spay/neuter TNR program on the border of NY and PA.

Due to changes in NYS regulations, at this time we are unable to accept new cats for adoption, and the cats we feature are usually fostered for other organizations. We are friends who help landowners on the NY/PA state line spay/neuter outdoor cats, and sometimes sponsor medical costs and foster cats and kittens for landowners, veterinarians and others who do not have the space to do so themselves.

I discovered the inspection forms are public after a shelter has been inspected, so I copied this one (with just the inspection items listed and not the organization or outcomes). So this is what a rescue can expect to be inspected on. The first year's inspection is "eductional" for organizations who are already registered rescues. I'm not sure whether they are for new registrants or whether facilities as well as paperwork are inspected for first-timers. This list doesn't mean every rescue is required to have every thing listed here. I see "NA" listed on some inspections. It is nice that they have the section of the law listed for each inspection point.

KC is probably the only person who came to one of our past open house parties here at the Owl House and ended up adopting a cat from SOMEONE ELSE during the festivities! 🤣. Luckily if was from a past adopter who was fostering kittens for another group (because cat rescue is contagious - watch out!). Before and after, you've been a savior for all the of cats here, and a great friend, too. Thank you so incredibly much, for donating to our Winter Warmth fundraiser. Nancy, who knew when you answered that ad for help fostering kittens (an Ithaca Times NEWSPAPER ad, wasn't it?) that it would turn into a multi-decade friendship. Thank you for your help with the Winter Warmth fundraiser (and SO much more to help with the summer cooling bill), for all the animals you've fostered for so many organizations, and for giving Gizmo a lifetime of love (I had to go all the way to the Wildrun blog in 2010 for this pic!). It's time for my yearly birthday beg!!!

In my quest for NYS animal rescue licensing for my 30-some-year-old rescue, I now need to tackle the heating issue upstairs so I can assure an inspector that temps can be maintained at 60F and that backup non-electric heat is in also place for a rare 4-day power emergency.

Happily (I think?), I'm turning 64 next week and social security retirement will begin supplementing my part time income at a vet clinic after October 21, so hopefully I can switch from birthday begging to standard, rational fundraising for The American Cat Project (the 501c3 that will be the umbrella once Owl House is licensed).

Video time! Twig (the little guy .3 lbs) and Pip (the bigger kit, at .4) are getting some roam time in the bathroom, so they can learn to locate food and choose to use a litter box.
