A slight surplus is good enough. Not only does much of the research show that a slight surplus provides as much muscle growth as a large surplus, but it is also sustainable for a longer period of time which means you have the potential to build more muscle each year.
In my PDF "Massive Bulking" (superlivingtoday.com) I walk lifters through the process of remaining lean while also remaining in a surplus most of the year.
I also have several videos about this process on YouTube. Head to the Massive Iron channel and search "bulk."
A good general goal is to gain 10 pounds over a 3-4-5 month period of time. Generally, I only advocate the faster end of gaining if someone is training really hard and might need slightly more fuel for recovery and repair.
A faster "fat bulk" might sound appealing, but it has two downsides:
1) It results in substantially more bodyfat accumulation with a negligible impact of overall mass gain compared to a leaner bulk.
2) It forces you into prolonged fat loss diets which take you away from muscle building.
Basically, aggressive bulks are a lose-lose proposition.
One final point, if you struggle with short-term fat loss diets of 3-4 weeks, you should not be bulking at all. Learn to master the discipline of a short-term cut first or else any bulk will get you into trouble.

Now here's the thing...
In the time it takes to reach these sorts of goals, this is where most people lose patience and fall away.
They panic, mess around, change programs, try every gimmick under the sun, try every exercise variation under the sun, and just continue to add time wasting nonsense that is completely unlikely to expedite the process.
Now, what should have taken 3 years will now take 6 to 10 years if they are lucky and continue to lift consistently. But most people won't, and this adds in another variable of futility.
The lifting world, and all the influencers therein, do an amazing job of confusing you and wasting your time. All these tips and tricks and secret hacks are simply more and more b******* that will pull you off the tracks you need to remain on.
It sure does make them money though. It sure does get them views though.
If you want to get big and strong; and if you want to look damn good in the process - stick to the basics, nail your nutrition, forget all the distractions, and be as patient and as consistent as humanly possible.

Why Your Shoulders Aren't Growing - Try This
If your shoulders aren’t growing, I want you to try this.
Lateral raises are fine, but we need to move beyond laterals and add some big, impactful compound movements. I want you to consider adding at least one, and possibly two, overhead pressing movements for the side delts each week. This can include a standing or seated barbell overhead press, a Smith machine overhead press, or a dumbbell overhead press variation.
After this, add something like a side lateral raise, a bulldozer lateral raise, or an upright row, and then finish off with a rear delt exercise of your choice.
