Senior Finance Officer

The Vanuatu National Sport Commission (VNSC) is a Vanuatu Statutory Arm under the Ministry of Justice, Youth & Community Services. The Commission is seeking a very highly motivated and an experienced Senior Finance Officer. The position reports to the CEO and will efficiently carry out a range of Sport Commission’s important financial and administration functions, provide a high-level customer service to members of the public, Government Departments/Ministry, Agencies, Statutory Authorities and provide support to the Board of VNSC, CEO, VNSC Team and other officers within the Sport Sectors.
Skills/Experience Required: To be successful in the role, you will need:
1. Backgrounds & Experiences in finance roles
2. Qualification attainments specified for the position would be highly considered
3. Experience within Government & Private institutions are highly regarded.
4. High level of interpersonal and communication skills with sound negotiation skills, including board, employees and customers, whilst maintaining confidentiality.
5. High level of professionalism is essential.
6. High level knowledge of and experience in interpreting awards and agreements.
7. Understanding of (or ability to obtain) Sport Commission’s structure, operation, policy and procedures
8. Sound knowledge of financial procedures and principles across areas of responsibility.

The Vanuatu National Sports Commission is a Vanuatu Statutory Arm under the Ministry of Justice, Youth and Community Services. The Commission is seeking a very highly motivated and experienced Sports Development Program Officer for each sport discipline (Futsal x1, Boxing x1, Beach Soccer x1, Football x2 [11 aside], Athletics x1, Basketball x1, Netball x1 and Volleyball x1) specifically for the Korman Sports Development Program. This role will be instrumental to the development of all various Sports programs for the National Sports Federation and all Provinces within the Commission.
Job Position: Sports Development Program Officer x9
Duties and Responsibilities:
• Develop and implement sports programs, activities, and events for national sports federations at the Korman, Port Vila including all provinces
• Assist in managing program budgets and finances
• Able to identify and secure funding opportunities
• Promote sports programs and activities through various channels
• Work with coaches, volunteers, and community groups in Efate and all provinces
• Provide support and resources to sports federations, organizations and in all provinces
• Evaluate the effectiveness of sports programs and propose recommendations for improvements
• Performing other duties as required
Desired Skills and Experience:
• Relevant Degree or Diploma in Sports management, recreation, or a related field
• Proven experience, 2+ years in Sports development, program management or similar position as per your interest in one or more of the sports disciplines outlined above
• Strong organizational, communication, and interpersonal skills
• Ability to work independently and as part of a team
• Passion for sports and a commitment to community developments
• Knowledge of sports policies and regulations
• Ability to develop and manage budgets
• Punctuality, reliable and hardworking
• Experience in event planning and management

Job Position: Groundsman x7
Duties and Responsibilities:
• Maintaining condition of stadiums including appearance of lawns, ground and practice fields
• Laying out and marking playing fields and the running tracks
• Mowing, watering, and fertilizing lawns
• Planting, trimming, mulching and fertilizing flowers, shrubs and trees
• Cleaning and painting benches, poles and signs
• Keeping grounds and running tracks free from dirt or any unnecessary debris by using the right equipment
• Keeping facilities and surrounding areas free from trash, litter, debris and weeds
• Cleaning and maintaining equipment and materials
• Install appliances and equipment
• Following applicable safety guidelines and procedures
• Performing other duties as required
Groundsman Requirements:
• High School Leaving Certificates (Year 12 or 13), Diploma or suitable equivalent
• Proven experience, 2+ years in similar position
• Proficient knowledge of maintaining lawns, fields and grounds
• Valid driver’s license
• Ability to work effectively in a fast-paced environment
• Good communication skills, both written and verbal
• Proficient with operating groundskeeping equipment such as tractors, power mowers and forklifts
• Punctuality, reliable and hardworking
• Ability to follow verbal and written instructions
• Physically fit, strong, agile and dexterous

Job Position: Janitor x2
Duties and Responsibilities:
• Floor cleaning requires vacuuming, sweeping, and mopping floors to maintain cleanliness
• Restroom needs cleaning and sanitizing, ensuring adequate supplies available
• Surface cleaning, dusting, wiping down surfaces, and cleaning windows and mirrors including walls
• Trash removal by emptying trash and recycling bins and cleaning of bins
• Maintaining supplies by keeping cleaning supplies stocked and organized
• Safety and security ensuring the building is safe and secure, including reporting any hazards or needed repairs
• Inventory by managing and ordering cleaning supplies as required
• Specialized cleaning and disinfecting high-touch areas and common areas
• Perform other duties as required
Desired Skills and Experience:
• While not always mandatory, a diploma or High School (Year 12 or 13) certificate or suitable equivalent are beneficial
• Proven experience, 2+ years in similar position
• Proficient knowledge in cleaning and sanitation
• Ability to work independently and as part of a team
• Knowledge of handling cleaning detergents and equipment
• Understanding different cleaning methods, knowing how to use various cleaning products, and being able to clean and disinfect different surfaces are crucial
• Punctuality, reliable and hardworking
• Flexible and adaptability
• Experience in organizing and coordinating
• Good communication skills

· Ability to work effectively in a fast-paced environment

· Knowledge of the financial institutions is a plus

· Punctuality, reliable and hardworking

· Computer literate

· Understanding legislative requirements and implement effective financial procedures
