EPL has introduced strict new rules and referee guidelines for the 2026/27 season, focusing heavily on reducing time-wasting, modifying VAR interventions, and cracking down on specific on-field tactics like holding and hair-pulling.

Time-Wasting and RestartsFive-second countdown: Referees use a 5-second count for delayed throw-ins and goal-kicks. Exceeding it results in a restart reversal (a throw-in goes to the opponent, or a corner is awarded if a goal-kick is delayed).

Ten-second substitution limit: Players being replaced have 10 seconds to leave the pitch. If they take longer, the incoming substitute must wait until the first stoppage after one full minute has passed.

One-minute injury treatment: Players who receive assessment or treatment on the pitch must now stay off the field for at least one minute, increased from the previous 30 seconds.

Goalkeeper injury trial: If play stops for a non-contact/unfoul-related goalkeeper injury, the team must nominate an outfield player to leave the pitch for one minute.

VAR and Discipline UpdatesSecond yellow cards: VAR can now review and intervene on incorrect second yellow cards that lead to a red card. It still cannot review potential second yellows that were not given.

Hair-pulling clarity: Non-brutal hair pulling without excessive force is now officially punished with a yellow card instead of an automatic red.

Holding and Set-Pieces: Referees are instructed to heavily penalize blocking and holding actions by defenders at corners that lack a genuine attempt to play the ball.
