CJ Moran Community Legal Assistance Office CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

As part of SLUโ€™s continuing Binnadang journey, the RRA brought together the voices of the communityโ€™s youth, parents, and elders; creating a space to listen to their lived experiences, identify priority concerns, and recognize the strengths, resources, and capacities already present in the community.

The second batch of Law Student Practitioners took their oath before Executive Judge Michael V. Francisco of the Regional Trial Court, Branch 6, during the oath-taking ceremony held on September 29, 2026, at the Baguio City Justice Hall.

Under Rule 138-A of the Rules of Court, Certified Law Student Practitioners are entrusted, under the supervision of qualified lawyers, with providing legal assistance and participating in the administration of justice. Through the Clinical Legal Education Program, they are called to uphold the highest standards of competence, integrity, and service while gaining practical legal experience.

May this oath serve as a reminder of the privilege and responsibility of using the law as an instrument for the protection of rights, the promotion of justice, and the service of the community.

On September 22, 2026, at Bagto Gym, Barangay Ucab, Itogon, Benguet, the Chief Justice Manuel V. Moran Community Legal Assistance Office of Saint Louis University School of Law, through LSP 1 Robinson Perez Jr. and LSP 1 Princess Arianne Bugayong, conducted an enriching and interactive discussion on green remedies and legal processes related to environmental concerns.

The session brought together purok leaders, barangay kagawads, and members of the Barangay Peacekeeping Action Team (BPAT) to deepen their understanding of their rights and expand their knowledge of available legal remedies and courses of action in addressing environmental issues.

Through meaningful discussions and exchanges, the activity empowered community stakeholders to better understand how the law can serve as a tool in protecting their rights, safeguarding their communities, and advancing environmental justice.

The session was conducted with the guidance of Atty. Arvin Itliong, who shared his knowledge and practical insights on the environmental remedies discussed during the activity. On September 21, 2026, at Bagto Gym, Barangay Ucab, Itogon, Benguet, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) conducted a community discussion on small-scale mining law and the protection of community rights.

LSP 1 Chester Bjorn Miravel and LSP 1 Princess Arianne Bugayong facilitated an engaging discussion with residents, miners, purok leaders, and barangay officials, focusing on the legal requirements and processes governing small-scale mining.

The discussion highlighted the permit requirements for Minahang Bayan and the Free, Prior and Informed Consent (FPIC) process, emphasizing the importance of community participation and informed decision-making in matters affecting their lands and communities.

Participants also took part in an interactive activity designed to identify red flags and common concerns in mining activities, helping them distinguish what is legally allowed and what may constitute a violation or potential concern.

The activity was conducted under the supervision of Atty. Maridel Jasmine E. Quiaรฑo, who also took part in the preparatory dry run and provided relevant information and guidance to ensure the accuracy of the presentations and discussions. Her inputs during the dry run helped the student practitioners clarify the content, improve the delivery of the seminar, and ensure that the information presented would be clear, practical, and useful to the community.

On September 11, 2026, the Law Student Practitioners (LSPs) of the Saint Louis University School of Law, in collaboration with the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM-CLAO) and under the supervision of Atty. Davy N**o, conducted a webinar entitled โ€œCultivating Legal Knowledge: Understanding Agricultural Land Transactions.โ€

The activity was conducted as part of the Transactional Clinic and was attended by Agricultural students of Pangasinan State Universityโ€“Santa Maria Campus.

The webinar sought to provide the participants with practical and foundational legal knowledge on agricultural land transactions, particularly the sale and transfer of agricultural land, including the applicable legal requirements, procedures, and common issues that may arise in such transactions. The discussions likewise covered relevant provisions of Philippine real estate and agrarian reform laws, with the aim of strengthening the participantsโ€™ understanding of the legal considerations involved in lawful and informed agricultural land transactions.

The activity was led by LSP 2 Team Leader Crystal Pearl B. Videz. The substantive discussions were delivered by LSP 2 Russel Bautista and LSP 1 Nikki Trisha Flores, who served as the webinarโ€™s resource speakers.

Indeed, the Law Student Practitioners were given an opportunity to extend legal knowledge beyond the classroom and engage with students on legal matters relevant to agricultural land transactions.

On September 23, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), through its Level 2 Certified Law Student Practitioners: Valen M. Gaspar and Maykee R. Vidon, under the supervision of Atty. Arvin John A. Itliong, with the assistance of Level 1 Certified Law Student Practitioners: Michelle Cayabyab and Mika Palomo, appeared during the plea bargaining proceedings in a criminal case involving a violation of Article 299 of the Revised Penal Code, pending before the Regional Trial Court (RTC), Branch 3, Baguio City.
