From free legal aid services and community outreach programs to seminars, webinars, client representations, partnerships, and the continuous development of our Law Student Practitioners, this report captures the collective efforts of our officers, members, supervising lawyers, and partners in advancing our commitment to public service.

On April 21, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of Saint Louis University School of Law served as a resource speaker at Project Horizon: Stretching the Skyline, held at the UP Baguio Institute of Management Plaza and organized by the Rotaract Club of UP Baguio.
Under the supervision of Atty. Jezreel Llanes, the activity aimed to strengthen awareness among graduating students and faculty members on essential labor-related matters. Discussions focused on labor rights and obligations, workplace safety standards, and grievance mechanisms to help participants better understand their roles, responsibilities, and legal protections in the professional setting.
The session was delivered by Law Student Practitioners Frank Almora (Level 2) and Maximine Santiago (Level 1), who shared practical legal insights and engaged participants through an interactive question-and-answer segment addressing workplace concerns and labor-related issues.

In a proactive effort to champion safe and respectful professional environments, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) successfully conducted a Zoom webinar titled โUnderstanding Workplace Rights: Legal Awareness on the Safe Spaces Act and Anti-Sexual Harassment Act,โ on April 30, 2026. The event brought together personnel from the Local Government Unit (LGU) of Manaoag, Pangasinan, and Legal Practicum Students from the Saint Louis University (SLU) School of Law.
Under the supervision of Atty. Arvin John Itliong, Law Student Practitioners (LSPs) took the lead as facilitators, delivering comprehensive and engaging presentations detailing prohibited acts, mandated reporting mechanisms, and accessible legal remedies. The discussions centered on the landmark provisions of Republic Act No. 11313 (The Safe Spaces Act) and Republic Act No. 7877 (The Anti-Sexual Harassment Act of 1995)โtwo foundational laws dedicated to upholding human dignity, equality, and security in the workplace.
The initiative underscored the critical role of continuous legal education in fostering accountability. Recognizing the diverse employment landscapes within local governance, the webinar specifically aimed to deepen the understanding of rights and responsibilities among regular, Job Order (JO), and Contract of Service (COS) workers, offering practical insights into workplace protections and real-world applications.
By bridging the gap between legal theory and community practice, this collaborative effort reaffirmed a shared commitment to cultivating safe, inclusive, and rights-based workplaces. It marks another significant stride for both CJMM CLAO and LGU Manaoag in empowering individuals to defend their dignity and actively promote a culture of respect across all professional spheres.

On May 8, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) successfully conducted a webinar titled โPromoting Mental Health in the Workplace: Legal Awareness on Workersโ Rights and Institutional Responsibilitiesโ for the personnel of the Local Government Unit (LGU) of Manaoag, Pangasinan. Held via Zoom, the initiative focused on raising legal awareness regarding mental health rights, workplace well-being, and the institutional obligations of employers to cultivate psychologically safe work environments.
The webinar comprehensively tackled the legal and policy frameworks governing workplace mental health, with a particular emphasis on Republic Act No. 11036 (The Mental Health Act) and relevant labor policies designed to prevent discrimination. The first lecture highlighted the core rights of workers and institutional duties, while the second lecture offered a distinct legal perspective on employer obligations, workplace support mechanisms, and practical strategies for building healthy organizational cultures.
Under the supervision of Atty. Davy N**o, CJMM CLAO Law Student Practitioners spearheaded the discussions, utilizing practical workplace examples and facilitating an interactive open forum. The event saw active participation from various local government offices, including the Mayorโs Office, Rural Health Unit (RHU), Municipal Disaster Risk Reduction and Management Office (MDRRMO), Municipal Social Welfare and Development Office (MSWDO), and the Municipal Agriculture Office.
Participants expressed deep appreciation for the relevance and utility of the discussions. Through this initiative, CJMM CLAO and LGU Manaoag reaffirm their shared commitment to fostering supportive, rights-based, and compassionate professional environments.

On May 10, 2026, Law Student Practitioners (LSPs) from the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) took part in a meaningful legal aid initiative in partnership with the City Government of Baguio during the Capacity Building Program for Baguio College Education Financial Assistance Grantees (BCEFAG) at the Baguio Convention Center.
Committed to making justice more accessible to the community, the Legal Aid Desk served as a welcoming space where participants could seek free legal information, consultation, and guidance on various concerns. Throughout the activity, the LSPs actively assisted in client intake, conducted initial interviews, and prepared case documentation to ensure that concerns were properly endorsed to the supervising lawyer, Atty. Jasmine Quiaรฑo, who rendered legal consultations and assistance. The activity reflected the shared commitment of the program to public service, legal empowerment, and meaningful community engagement.

On May 14, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) conducted a Zoom webinar entitled โWiser Borrowing for a Secure and Better Future: A Webinar on Responsible Borrowing and Available Legal Protections,โ participated by personnel from the Public Employment Service Office (PESO) โ City of Ilagan and the City of Ilagan Medical Center (CIMC). The activity aimed to strengthen legal awareness on responsible borrowing, financial consumer rights, and the legal protections available to borrowers under Philippine law.
The webinar discussed common borrowing situations experienced by many Filipinos and emphasized the importance of informed decision-making before taking loans and understanding repayment responsibilities. Practical reminders on avoiding scams, hidden charges, and misleading lending offers were likewise discussed.
The discussion also highlighted the key provisions of Republic Act No. 3765 also known as the Truth in Lending Act, and Republic Act No. 11765 also known as Financial Products and Services Consumer Protection Act. The lectures focused on borrower rights, transparency in lending, lawful collection practices, consumer protection mechanisms, and the responsibilities of financial institutions in dealing fairly with consumers. Participants were also informed of the proper government agencies and legal remedies available in cases involving harassment, fraud, or abusive collection practices.
Under the supervision of Atty. Arvin John Itliong, the Law Student Practitioners Catherine F. Dumalaog, Gleni Walker, and Charlotte Antonette Liquigan facilitated the webinar through an engaging and interactive discussion complemented by practical examples. Participants actively participated in the activity and expressed appreciation for the relevance and usefulness of the discussion in promoting financial awareness and responsible borrowing practices.
Through this initiative, CJMM CLAO reaffirmed its commitment to promoting financial literacy, consumer protection, and accessible legal education within the community. By strengthening public awareness on borrowing laws and financial rights, the webinar served as an important step toward empowering individuals to make more informed and legally protected financial decisions.

The Chief Justice Manuel MoranโCommunity Legal Assistance Office (CJMM-CLAO), In collaboration with KASAMA/SSC School of Engineering and Architecture Assembly, the program was strengthened by the presence of Law Student Practitioners and resource speakers who shared their expertise and guided participants through key legal concepts relevant to labor laws and employment.
The โBIBO READY: Career Readiness Programโ, organized by the KASAMA/SSC SEA Assembly of Saint Louis University, was successfully conducted on April 30, 2026 at the SIRIB Center, SLU. The initiative brought together graduating students and incoming interns in a series of informative and engaging sessions aimed at preparing them for the demands of the professional world.
Under the supervision of Atty. Arvin Itliong, the program featured seminars and discussion that provided participants with valuable insights on workplace rights and intern protection, understanding contracts and obligations, and the different types of employment and their legal implications. These sessions helped bridge the gap between academic preparation and real-world application, equipping attendees with practical knowledge essential for their career journeys.
This initiative reflects a strong commitment to advancing Sustainable Development Goal 4 (Quality Education) and Sustainable Development Goal 8 (Decent Work and Economic Growth) by promoting accessible learning opportunities and empowering students to pursue informed, ethical, and sustainable careers.

A legal education lecture entitled, โComply to Thrive: MSMEs Legal Compliance 101โ was conducted on April 26, 2026 at Patio de San Jose Resort and Convention Center in San Jose, Malilipot, Albay, focusing on Understanding Business Structure and MSME Legal Compliance Basics (Requirements & Permits) and Common Legal Issues and How to Avoid Them.
The activity was spearheaded by Charlotte Antonette Liquigan, Law Student Practitioner of Saint Louis University School of Law, under the supervision of Atty. Jezreel Llanes, and brought together small business owners and aspiring entrepreneurs of San Jose, Malilipot, Albay, along with barangay officials whose presence signified institutional support and community partnership in strengthening grassroots business compliance and awareness.
Sponsored by the CJ Manuel V. Moran Community Legal Assistance Office, the session aimed to equip participants with practical legal knowledge on business registration, permits, and preventive legal measures to promote sustainable and lawful entrepreneurship.
