The Lake Peekskill Civic Association is a 501(c)4 not-for-profit organization that has been a nfp for over 50 years and an organized group for nearly 70 years. The Lake Peekskill Civic Association is a 501(c)4 not-for-profit and is a nonpartisan civic organization whose purpose is: to secure by all lawful means, economy and efficiency in government, particularly as it relates to all the residents and homeowners in the territorial limits of lake Peekskill, Town of Putnam Valley, New York; to be concerned with the conservation of our lake for the recreation and enjoyment of the community; to stimulate the public interest in civic affairs; to distribute and disseminate news and other information; to alert the public of happenings in Lake Peekskill and in general to promote the welfare and further for mutual interests of the members.

The final district budget meeting was held on Saturday, September 12th. There were 5 Lake Peekskill residents in attendance. The proposed District budget for 2027 was over 5% higher than the 2026 District budget, and the fund balance is not "healthy" enough to absorb much of that.
There was a discussion about whether the district was going to purchase the 3 ultrasonic units. Apparently, the decision needed to be made quickly, so the supervisor said there wasn't enough time for a district meeting. Essentially, the decision was in the hands of the majority of residents present at the meeting on Saturday. Of course, the town board gets the final "ok" on any decision.

📋 LAKE MANAGEMENT UPDATE: Addressing Harmful Algal Blooms through Treatment Safety and Watershed Management
As we continue to manage our 55-acre recreational lake and address recurrent Harmful Algal Blooms (HABs), our community must evaluate both immediate treatment options and long-term preventative strategies. Below is an overview comparing traditional chemical treatments against modern alternatives, alongside our roadmap for reducing the nutrient pollution that fuels these blooms.
⚠️ Recreational Restrictions & Public Safety

* Copper Sulfate: This treatment requires full water-use closures for 24 to 48 hours post-application. Furthermore, copper abruptly ruptures cyanobacteria cells, triggering a sudden, concentrated release of dangerous toxins into the water.
* GreenClean: This option carries zero water-use restrictions, allowing residents to swim and boat immediately. Its oxidation process actively helps neutralize and break down the harmful toxins as it eliminates the algae.

🌱 Long-Term Environmental Footprint

* Copper Sulfate: Copper is a heavy metal that never degrades. It permanently accumulates in our lake sediment, disrupting the aquatic food chain by killing beneficial zooplankton. This ecological degradation frequently traps lakes in a cycle where HABs bounce back more aggressively each year.
* GreenClean: This formula represents a sustainable approach. It reacts quickly and breaks down entirely into pure water and oxygen, leaving no chemical residue, heavy metals, or long-term ecological footprint behind.

💰 Financial Considerations

* Copper Sulfate: While traditional copper options offer a lower upfront material cost, they create a recurring chemical dependency due to sediment buildup and secondary blooms.
* GreenClean: The initial material cost is significantly higher due to the volume required for a lake of our size, but it avoids the long-term ecological and physical liabilities of heavy metal accumulation.

🐟 Critical Safety Protocol: Managing Oxygen Depletion
Regardless of the chemical selected, treating all 55 acres simultaneously would cause a massive algae die-off. The subsequent decomposition would deplete dissolved oxygen levels, resulting in severe fish kills. To protect our lake’s wildlife, any chosen treatment must be applied incrementally in sections (no more than 1/3 of the lake at a time).
🌱 The Long-Term Solution: Preventative Watershed Management
Chemical and oxidative treatments only address the symptoms of HABs, not the root cause. Algae blooms are driven by excess nutrient runoff—specifically phosphorus and nitrogen—entering our lake from the surrounding watershed. To permanently break the cycle of frequent HABs and reduce our reliance on expensive treatments, we are advocating for a comprehensive watershed management approach:

* Establishing Shoreline Buffer Zones: Planting native deep-rooted vegetation along the lakefront to naturally filter and trap nutrients before they reach the water.
* Minimizing Fertilizer Use: Encouraging all watershed residents to eliminate or strictly limit the use of lawn fertilizers containing phosphorus.
* Stormwater and Septic Maintenance: Improving localized stormwater management to prevent erosion and ensuring regular inspections of residential septic systems to prevent nutrient leaching.

Moving Forward:
Protecting the health, safety, and longevity of our shared water resource remains our top priority. By shifting away from persistent heavy metals like copper sulfate, choosing eco-friendly options when intervention is necessary, and actively managing our watershed inputs, we can ensure our lake stays safe and healthy for generations to come.

At the September 1st Lakes Commission meeting, the supervisor announced that John Tucci informed her that regulatory delays and a lack of clarity in permitting in multiple states has made it difficult to secure new contracts and to grow his business. Therefore, with deep regret, he is shutting down EverBlue Lakes.

As a result, the immediate decision that will need to me made is whether or not to purchase the ultrasonic units that the district has been leasing, and the district will have to find a company qualified to maintain the aeration system. There are other issues beyond that, but those two are at the top of the list.

Needless to say, when a district meeting is scheduled, we will post that information.

The rainfall during the night of 7/28-29 revealed problem areas that can be addressed. They just need to be documented. Water washing across a roadway or through catch basins that are frequently clogged or blocked is something that can be remediated.
For the Individual homeowner, if you see areas on your own property that washed out or where water was a problem, those are things that can be fixed. Managing stormwater on our own properties and as a municipality can help reduce contaminants entering our lake.

Join us on Wednesday, August 5th, at 7 pm at the LP Community Center to discuss the LPID budget and to plan for the preliminary district budget meeting, which will be held on August 8th at PV Town Hall. LPID's allotted time on 8/8 is from 9:30-10, and it's best to be prepared since we'll be discussing a >$1 million budget.

Copper Sulfate or GreenClean?

They both kill algae, but they work very differently:
⚠️ Copper Sulfate How it works: Heavy-metal compound that kills algae over 3–4 days. The Downside: Copper never breaks down. It sinks and builds up in bottom sediment. Risks: Can be toxic to fish (especially in soft water) and kills beneficial bacteria.
✨ GreenClean How it works: Fast-acting oxidizer that destroys algae on contact in minutes. The Benefit: Safe for fish, plants, and aquatic wildlife when used as directed. Eco-Friendly: Leaves zero heavy metal residue behind. It breaks down into just water and oxygen.

The Takeaway: GreenClean is the eco-friendlier, fish-safe choice, while Copper Sulfate is a traditional heavy metal that accumulates over time.
