When AI predicts our choices, does it also begin to shape them?

We are delighted to announce Carissa Véliz, Associate Professor of Philosophy at the University of Oxford’s Institute for Ethics in AI, as a keynote speaker at the OEB 2026 Opening Plenary.

Carissa is one of the most compelling critical voices examining the power increasingly exercised through AI: the mass collection of personal data, the use of prediction to influence behaviour and decision-making, and the consequences for privacy, autonomy and democracy.

Her latest book, "Prophecy: Prediction, Power, and the Fight for the Future", challenges the assumption that ever greater powers of prediction necessarily represent progress. Instead, she asks what is lost when institutions and technologies increasingly seek to anticipate, categorise and shape human behaviour.

At OEB, Carissa will turn that critical lens on education. She warns that AI is not only enabling students to externalise learning, but risks eroding the individual and collective agency we may be wise to retain. Against that backdrop, Sovereign Learning: Trust, Agency & the Education Reset raises a fundamental question: how much power are we prepared to hand over to systems that increasingly observe, predict and influence us?

The OEB 2026 programme is now live. ✨

AI is reshaping how knowledge is created, how work evolves and how learning happens.

The question now is: what should we automate, what should we augment, and which human capabilities do we need to strengthen?

Under this year’s theme, Sovereign Learning: Trust, Agency & the Education Reset, OEB 2026 brings together educators, policymakers, learning professionals, researchers and technology leaders from around the world to explore these questions.

Discover a programme featuring keynote plenaries, Boardroom Dialogues, practical How To sessions, Masterclasses, Learning Cafés and more, designed to move beyond discussing change and explore how we respond to it.

Meet some of our keynote speakers:
🎤 Carissa Véliz, University of Oxford
🎤 Serena Gonsalves-Fersch, Shape the Future Consortium
🎤 Patrik Hedljung, Scania

How do we shape the future of learning without losing sight of human agency and judgement?

Several OEB 2026 Pre-Conference Workshops take a wider view, asking how we identify the right problems, navigate uncertainty and create the conditions for meaningful change.

🔭 The Problem Before the Solution: An Education Tailored Toolkit for Innovation with Peter Gillis
Use the Jobs To Be Done approach to move beyond assumptions, uncover real needs and identify opportunities for more meaningful innovation in education.

🧭 Vision Directing: Using Imagery and Collective Judgement to Shape Learning Futures with Gilly Salmon
Work with visual prompts and collaborative methods to explore complex challenges, possible futures and the decisions that can shape them.

🌱 Sovereignty: The Missing Link with Jef Staes
Explore how human sovereignty, engagement and leadership can create the conditions for learning, innovation and organisational change.

Different routes into a shared question: how can we shape change with greater agency, clearer choices and stronger human judgement?

How do we make more informed decisions about AI in learning, education and training?

From governing AI at institutional level to assessing tools, verifying AI-assisted research and examining digital autonomy, the OEB 2026 Pre-Conference programme offers several hands-on ways to tackle the choices behind AI adoption.

🔹 Multi-LLM Hackathon for Strategic Intelligence in Education & Training with Paul Bacsich, Margaret Korosec and Brian Mulligan
Take part in an AI Evidence Sprint and explore how multiple LLMs, source verification and structured research workflows can support credible strategic analysis.

🔹 Leading AI with Intention: A Working Session for University Leaders with Laurie Forcier and Nina Huntemann
Explore how universities can move from individual AI adoption towards more intentional institutional governance, with a focus on visibility, shared capability, continuous oversight and AI stewardship.

🔹 DistancE-Learning in Europe - Exchange of Experience and Knowledge Sharing with Natalie Deininger, Brian Mulligan, Sebastian Anselmann, John Trasler, Oliver Nahm, Ellen Gunning, Wilfred Rubens, Jens Greefe and Anna Cristin Lewalder
Explore developments and challenges in vocational and distance learning, including digital autonomy, AI-supported learning, academic integrity and practical approaches from different European contexts.

🔹 Get the AI Tool for Your Task: Refining a Taxonomy of Criteria for the Assessment of AI Tools in HE with Michael Dietrich, Sheikh Faisal Rashid, Miloš Kravčík and Alexander Zimmermann
Examine how AI tools can be assessed against specific educational and administrative needs, and what criteria matter when comparing different options.

Together, these sessions put the focus on the choices behind AI: what to use, how to assess it, where to place trust and where human judgement remains essential.
