The Virginia Horsemen’s Benevolent and Protective Association (VHBPA) represents Thoroughbred owners, trainers, and backstretch personnel who race in the Commonwealth. It serves as their voice by negotiating race days, dates, and purses with track management while advocating for the highest standards of horsemanship to improve horse care, health, and safety, and by facilitating guidelines that protect the well-being of jockeys, grooms, exercise riders, and all backstretch workers.
