Or steady support? How about simple encouragement? Perhaps an environment where small steps are enough to begin. When people feel supported rather than judged, something interesting happens.They come back. They build confidence and the mystery disappears.

The longer we do this, the more convinced we become that lasting change more often comes from support, encouragement and helping people find a version of exercise that feels achievable. Helping people take the next small step, and building momentum from there.
People are far more likely to change their behaviour when they first change the way they think and feel about that behaviour. For example becoming more active.
Once belief, confidence, and identity begin to develop, consistent behaviour becomes far easier to build and sustain.
